We have very good reasons for not removing our troops from South Korea and Japan. Our rational for keeping troops in Germany, as you noted, went out quite a while ago--I'm guessing we still have troops there because we want a force stationed somewhere in Europe and the Germans are used to us. (That, and they have good beer.)
